помогите разобраться почему не открывается страница  http://kinomonster.com/news.php

вот код страницы:

Может что-то в настройках самого сервера XAMPP

в 1 уроке при установке CodeIgniter была правка php.ini 

это мой файл php.ini  (фрагмент)  https://yadi.sk/i/hEkHgQPz3ZkdaQ
смутило что extension=php_intl.dll и соседние рядом
файлы, все без расширения dll,

может нужно поставить всем этим файлам расширение dll

чтоб было как в php.ini файле в видеоурока
